Bridging Nuclear Strategy, Safety & Operational Reality — supporting governments, developers, operators, and investors in delivering nuclear programmes that are safe, compliant, and operationally ready.
Aegis Nuclear Advisory Group is an independent strategic advisory platform supporting nuclear programmes across the full spectrum of operational readiness, safety culture, regulatory alignment, leadership capability, and programme execution.
We focus on the areas where many nuclear programmes encounter their greatest long-term challenges — those which are rarely resolved by technology alone, but require embedded capability, disciplined leadership, and sustained organisational commitment.
Ensuring programmes are genuinely ready before transition to operations
Developing the operational nuclear leadership that programmes require
Embedding high-reliability human performance culture throughout the organisation
Supporting credible, sustained engagement with national and international regulators
Building the structures and culture to perform under pressure
Successful nuclear programmes are distinguished not by the technology they procure, but by the operational capability they build. Technology can be purchased from vendors. Culture, discipline, and leadership must be developed from within — and this work must begin long before fuel is loaded.
Setting the tone and standards from the outset
A questioning attitude woven into every level of the organisation
Reducing error and improving reliability through disciplined practice
Demonstrating compliance that goes beyond documentation
Integrated execution across every stage of programme delivery
Aegis provides targeted advisory services across the full lifecycle of a nuclear programme — from early strategy and governance design through to commissioning, operations integration, and emergency preparedness. Our services are designed to address the operational and organisational dimensions that determine long-term programme success.
Gaps between intent and delivery at the operational level
Misalignment between functions, teams, and governance structures
Decision-making quality in high-consequence, time-critical environments
The highest-risk phase of any nuclear programme
Modern nuclear programmes are rarely limited by technology. The reactor technology, the civil construction, and the major supply chains can all be procured. The greatest risks typically emerge during execution — in the spaces between strategy, compliance, and operational readiness.
Delays, cost overruns, and operational friction are most often driven by gaps in organisational integration, human performance, and leadership under pressure. These are not engineering problems. They are capability and culture problems.
Operational excellence must be designed into the programme from the very beginning — not retrofitted at commissioning.
Aegis operates through a carefully selected international network of senior nuclear professionals with direct experience across mature and emerging nuclear programmes. This network enables Aegis to deploy precisely matched expertise to each client engagement — drawing from decades of collective operational and strategic experience across multiple reactor types, regulatory environments, and programme stages.
Mature operating fleets and new-build programmes
Including direct involvement in the UAE nuclear programme
Multi-unit construction and commissioning programmes
Advanced reactor deployment readiness and strategy
The Aegis network comprises senior professionals with deep, direct experience across every critical dimension of nuclear programme delivery. Each advisor is selected for their operational credibility, strategic capability, and track record in high-reliability environments.
Operational leadership across multi-unit reactor fleets, outage management, operational readiness, and emergency response. Extensive experience translating high-level programme objectives into disciplined operational execution.
Deep expertise in regulatory frameworks, compliance oversight, inspection readiness, and governance systems. Experienced in interfacing with national regulators and international nuclear bodies including IAEA, WANO, and ONR.
Experience supporting large-scale nuclear construction, systems integration, commissioning strategy, and the critical transition from construction to operational readiness.
Specialist in organisational behaviour, operational learning, leadership under pressure, and embedding high-reliability culture across complex sociotechnical environments.
Supporting emerging SMR deployment programmes with execution readiness, operational integration planning, and strategic alignment with evolving regulatory frameworks.
Peter Moore brings over 30 years of nuclear operational leadership to Aegis Nuclear Advisory Group. His career spans the full spectrum of nuclear operations — from licensed reactor operation through to senior leadership across the UK's most complex operating environments and direct involvement in the UAE's landmark Barakah Nuclear Power Plant programme.
Peter has extensive hands-on experience in operational readiness, safety culture development, emergency response, and regulatory compliance. He has engaged directly with FANR, ONR, WANO, and a range of international nuclear frameworks — bringing regulatory credibility alongside genuine operational authority.
The Nuclear Programme Readiness Review is Aegis's structured initial engagement offering — a focused advisory assessment designed to evaluate programme execution readiness and identify key delivery risks at an early stage, before they become operational liabilities.
Delivered as a targeted, executive-level engagement, the Review provides programme directors and investors with a clear, independent perspective on where their programme stands against operational and strategic readiness criteria.
Assessment of governance, roles, accountabilities, and decision-making frameworks
Evaluation of readiness for transition to operations against international benchmarks
Assessment of compliance posture, licensing readiness, and regulator engagement
Review of culture, leadership behaviours, and error prevention systems
Prioritised delivery risks with practical, actionable mitigation considerations
The long-term success of nuclear programmes will not be determined solely by reactor technology. The vendors can deliver the plant. What they cannot deliver is the leadership, culture, operational discipline, and human performance capability that will determine whether that plant operates safely, reliably, and with sustained regulatory credibility.
Setting standards and culture from day one
A questioning, learning organisation at every level
Genuine readiness, not paper compliance
Excellence under pressure, every time
Integrated execution across every programme stage
The technology may be delivered by vendors. The capability must be built by leadership.
